“Long time no see” (phrase); is used only as a greeting; it means “it (is / has been) a long time since we last met“
This phrase cannot be used to make a sentence or in other situations, so you cannot say "I had dinner at a restaurant. It was long time no eat at that restaurant"
You have to say “I had dinner at a restaurant. It had been a long time since I last ate at that restaurant."
